This gives your mouse somewhat of a deadzone, it's not too bad if you're using a Melee weapons (and i'd suggest knocking it up to 0.5 or 0.8 if the deadzone bothers you in Camera mode) but it makes Ranged weapons feel a lot worse when aiming.
